Puerto del Rosario becomes first town in Spain to launch specific grant to help young people pay rental deposits

The Ayuntamiento is launching a scheme today aimed at people aged 18 to 35 to ease the financial burden of renting a home

Puerto del Rosario has become the first town in Spain to launch a grant scheme specifically designed to help young people pay the deposit on their main rental home. The initiative, driven by the capital’s Ayuntamiento, opens for applications today, 7 September, and is aimed at young people aged between 18 and 35.

The new grant scheme has a clear objective: to make it easier for young people to access housing and to ease one of the main financial obstacles they face when leaving the family home.

When a young person manages to secure a rental property, they usually have to cover both the deposit and the monthly rent at the same time, resulting in a particularly high initial outlay. With this measure, Puerto del Rosario Town Council aims to make that first financial effort more manageable, so that a lack of liquidity at that stage does not become a barrier to accessing housing.

The mayor of Puerto del Rosario, David de Vera, points out that “this initiative responds to a reality we see every day: our young people want to leave home, want to build their own life plans, and, in many cases, the first obstacle they encounter is precisely being able to cover the initial costs of renting.”

“At the Ayuntamiento, we want to take a step forward and put solutions on the table. Puerto del Rosario is the first town in Spain to introduce a grant of this kind, and we believe it is a clear sign that local government can also be innovative and find concrete answers to problems that directly affect our residents,” says De Vera.

The mayor adds that “access to housing is one of the great concerns of our society, and especially of young people. This scheme won’t solve the housing problem on its own, but it does provide direct, concrete and real support for those taking the step of leaving home.”

Meanwhile, the Councillor for Housing, Toñi Fdez. Aragón, explains that “we wanted to focus on a very specific moment: the start of the tenancy. We know that for many young people, gathering the money needed to pay the deposit and the first month’s rent can be difficult, even when they are able to keep up with the monthly payments afterwards.”

“We want to make sure that first expense isn’t so overwhelming for our young people. If we can make that first step easier, we will also be helping to encourage independence and access to a permanent home,” the councillor states.

Fdez. Aragón stresses that “this scheme is particularly important because there is currently no other municipal initiative in Spain with this same specific approach of subsidising rental deposits for young people. Puerto del Rosario is once again at the forefront of municipal policies aimed at young people and housing access.”

Support in the face of rising rental prices

The launch of this grant scheme also comes at a time of particular difficulty in accessing rental housing in Puerto del Rosario and across Fuerteventura as a whole.

Rising prices, combined with a shortage of available rental properties and high demand, are creating a particularly complex situation for those looking for a home, especially for young people wishing to begin the process of moving out on their own.

In light of this situation, the Ayuntamiento believes it is necessary to introduce municipal measures that directly address the financial difficulties residents face when trying to access housing.

“From the Housing Department, we will continue working to find tools that help our residents. We are aware that the situation is complex and that solutions need to be tackled from different angles, but we are also clear that town councils can and must act within their powers,” says Fdez. Aragón.

Tenancies formalised since 1 January 2026

The rules governing the scheme state that young people under 35 who have rented their main home between 1 January 2026 and the closing date for applications may apply for the grant, provided they meet the requirements set out in the governing rules.

The property covered by the grant must be located within the municipality of Puerto del Rosario.

The scheme includes a specific municipal budget allocation to fund these grants, the amount and conditions of which are set out in the scheme’s governing rules.

The Ayuntamiento encourages young people who have signed a tenancy agreement during the established period to check the rules, confirm they meet the requirements, and submit their application within the set deadline.

With this initiative, Puerto del Rosario Town Council reaffirms its commitment to young people, independence and access to housing, backing a municipal policy that seeks to offer concrete answers to the real difficulties faced by residents.

Puerto del Rosario is thus taking a pioneering step in Spain with a measure that focuses on one of the toughest moments in the process of leaving home: the first payment needed to secure a rental property.
