The CIAF General Assembly gives final approval to the preliminary documents for both plans and begins work on the initial versions
The Consejo Insular de Aguas de Fuerteventura (Fuerteventura Island Water Council, CIAF) continues to take important steps in drawing up the Island Hydrological Plan and the Flood Risk Management Plan for the Fuerteventura Hydrographic Demarcation, corresponding to the 2027-2033 planning cycle.
At an extraordinary session on 29 September, the CIAF General Assembly approved the consolidated documents from the preliminary and initial stages of both plans, and work has now begun on drafting the initial versions, together with the corresponding strategic environmental assessment, which must be evaluated and reviewed every six years.
The Island Hydrological Plan (Plan Hidrológico Insular, PHI) is a key document setting out the entire planning framework for the use and conservation of water in Fuerteventura. “The third cycle of the PHI is already in force, with measures either under way or already implemented, and we are now working on the fourth cycle to continue planning measures for the medium and long term,” explains the Cabildo president, Lola García.
For its part, the Flood Risk Management Plan (Plan de Gestión de Riesgo de Inundación, PGRI) covers all aspects relating to prevention, protection and preparedness, including flood forecasting and early warning systems, taking into account the characteristics of the relevant river basin or sub-basin.
Both the island president, Lola García, and the Councillor for Water, Adargoma Hernández, thanked CIAF technical staff for their work on the review and update procedure for the fourth cycle of the PHI and the third cycle of the PGRI for the Fuerteventura Hydrographic Demarcation.
They also noted that the approved consolidated documents are the result of incorporating representations, suggestions and observations received by the CIAF during the public information and consultation processes carried out with the various public administrations, competent bodies and entities, and interested parties.
Strategic Environmental Assessment
The CIAF General Assembly also approved the request to begin the joint ordinary Strategic Environmental Assessment procedure for the fourth cycle of the Hydrological Plan and the third cycle of the Flood Risk Management Plan. It further ordered that this be forwarded to the competent environmental authority, the Deputy Ministry for Territorial Planning and Demographic Challenge (Viceconsejería de Planificación Territorial y Reto Demográfico) of the Government of the Canary Islands, in its capacity as the environmental authority for plans and programmes falling under regional administration competence. This body must draw up the Scoping Document (Documento de Alcance) for the joint Strategic Environmental Study, following consultations with the affected administrations and interested members of the public.
The resolutions, adopted unanimously, together with the definitively approved consolidated documents, will be published in the Official Gazette of the Canary Islands (BOC) and can be consulted on this water authority’s website (www.aguasfuerteventura.com).
