The City Council of Puerto del Rosario has launched the first training workshop on the new public procurement procedure through a Dynamic Procurement System, in collaboration with the University of La Laguna. This initiative seeks to promote transparency, efficiency and the participation of local companies and freelancers in municipal procurement processes.
During the opening of the workshop, Mayor Davidde Vera emphasized that “this is the first step to transform the supply contracting system of the City Council. We are committed to an agile and transparent model that guarantees an efficient management of public resources”. The mayor also stressed the importance of progressing towards a more orderly and accessible procurement from the public platform, especially regarding the application of municipal funds.
For her part, the Councilor for Contracting,María Franco, explained that this system “is nothing more than a public, open and transparent procedure that will facilitate a more flexible and efficient contracting”. She added that the process will consist of two phases: a first one, training, aimed at companies and self-employed people to learn how to join the system; and a second one, focused on the specific contracts and their awarding.
The representative of the University of La Laguna, Javier Mendoza, intervened to clarify that “the dynamic system is a mechanism for rationalizing public procurement that will put an end to the excessive use of minor contracts”.
According to Mendoza, this new approach provides a greater opportunity for companies, which will now be able to bid for more relevant contracts through a transparent and competitive process.
With this training day, the City Council of Puerto del Rosario reinforces its commitment to a modern, efficient and open administration, betting on a public procurement aligned with the principles of equity and good governance.
