Puerto del Rosario modernizes its public procurement with a more agile and transparent dynamic system.

The City Council unanimously approved, in plenary session, the implementation of an innovative Dynamic Procurement System to contract services in a faster, more open and efficient way, reducing awarding terms to only ten days and reinforcing transparency in public management, with the advice of the University of La Laguna.

With this new tool, the City Council of Puerto del Rosario takes a decisive step towards a more modern, accessible and efficient public procurement. The Dynamic Procurement System (SDA) will make it possible to manage service contracting procedures completely electronically, facilitating the participation of companies, reducing procedures and significantly shortening resolution times.

The dynamic system is designed to be applied to the three main contractual blocks: services, supplies and works. However, the City Council has started with service contracts, given the agility required by the day-to-day running of the administration and the high frequency with which this type of purchases are executed. In the next plenary sessions, the SDAs corresponding to supplies (up to €60,000) and works (up to €80,000) will be submitted for approval, thus reinforcing the comprehensive public procurement model that is being built.

This new system, which has been advised by the University of La Laguna, represents an unprecedented step in the management of public procurement at the local level. It is a pioneer tool in the Canary Islands, which will allow to leave behind the usual use of the minor contract, restricting it to situations of real exceptionality.

The Councilor for Contracting,María Franco, has pointed out that “this system represents a firm commitment to transparency and efficiency. It will allow us to resolve procurements up to 60,000 euros in just ten days, also ensuring free competition, the participation of local SMEs and a higher quality in the public services provided by the City Council.”

The approved SDA covers a total of 12 categories of services, from repairs, installations or computer services, to cleaning, events, training, cultural or environmental services, for a total estimated value of 15.3 million euros for two years, extendable for a further two years. The dynamic systems for supplies and works will also be approved shortly.

For his part, the mayor of Puerto del Rosario, David de Vera, stressed that “this measure is part of the modern management model that we want to promote in the City Council. “This measure is part of the modern management model that we want to promote in the City Council. This step places Puerto del Rosario at the forefront of public management, adopting innovative tools that allow it to offer better services to citizens with criteria of quality, sustainability and social responsibility.
